Q: In regards to MBE/WBE subcontractors: what if there aren’t any of these types of businesses to choose from within a certain scope of work?

A: If MBE/WBEs cannot be identified, then all efforts to identify them ought to be documented and explained. Asking GCLBA for assistance in identifying MBE/WBEs in the field could be one of the efforts made. GCBLA may have resources that can help identify MBE/WBE firms. There are also resources posted to GCLBA’s website for bidders to assist bidders. If you are having trouble finding subcontractors for Air Monitoring or Alternate Work Practices, consider reaching out to Environmental Consultants. There are MBE/WBE Environmental Consultants that subcontract this scope of work.

  1. Questions and Answers. Please see below.

Q: Can you send the most up to date “Supporting Firm” listing that you have now?

A: Please click HERE for a list of Demolition Support firms. These firms have not necessarily worked for GCLBA. They have been sourced through other services (such as MDOT certified listing, MMSDC, Genesee County MBE/WBE list, etc) or added via representatives’ contact with GCLBA. GCLBA does not endorse or require contractual relationships with any firm that appears on the list. All firms/individuals seeking contractual relationships ought to conduct their own due diligence. If proposing to utilize any of the listed firms to complete work under a contract with GCLBA, be sure to first ensure they meet and licensing and insurance requirements and receive approval from GCLBA before utilizing them. Additionally, if utilizing a firm to assist in meeting MBE/WBE goals, be sure to verify the firm’s certification. Do not rely solely upon the attached. Additionally, GCLBA is supplying a listing of sidewalk contractors provided by the City of Flint for contractor reference.

Q: For Attachment F, will an email satisfy the Form of Contact for the Subcontractors?

A: Yes, an email will satisfy the Form of Contact for the Subcontractors.

Q: Who do we list as Local Unit of Government and how do we get that signed by that Local Unit of Government?

A: List Genesee County Land Bank Authority (GCLBA) as the Local Unit of Government.  GCLBA will sign the document upon award of contract.

Q: Do we have to contact 3 subs, 1 MBE/WBE for EVERY trade (ie. Trucking, trees, backfill, etc…)

A: Yes, to comply with federal Procurement and MBE/WBE outreach requirements, local units of government; non-profit agencies; prime contractors; and subcontractors are required to select three businesses for each trade/category (i.e. trucking, trees, backfill, etc.). Of these three businesses, one business must be selected for solicitation from a MBE/WBE. (PDF page 230 Attachment F).

Q: Please clarify what wage rate asbestos abatement contractors are required to pay their employees for this project. The current Davis-Bacon wage rates for Genesee County do not align with the wage rates of the local laborers union that performs this work.

A: Davis-Bacon wage rates are not required under this solicitation. Successful contractors are required to meet federal and state mandated wage requirements such as the Federal Labor Standards Act, Contract Work Hours and Safety Standards Act, Michigan’s Minimum Wage and Overtime law, etc.

Q: Does the Genesee County Land Bank require NESHAP notifications for the houses that only contain non-friable asbestos containing materials such as floor tile, caulks, etc.?

A:   Yes, the Genesee County Land Bank requires a 10-day NESHAP notification for Asbestos Containing Materials (ACM), no exceptions. (Referenced on PDF page 110 of bid).

Q: We’ve been made aware of errors in the formulas on the spreadsheet – just wanted to give you a heads up if you want to correct & revise it.

A: The error has been corrected and a new spreadsheet for contractor use has been uploaded to Box.com as of March 1st, 2023.

3.                   REVISED UNIT PRICE FOR ABATEMENT AND DEMOLITION WORK and UNIT PRICE SCHEDULE FOR NON-SCOPE WORK ADD/DEDUCT. Please see Attachment 3. These Revised documents from Attachment D are to be used in place of those originally published. Changes include:

    1. Removal of 1313 Illinois Ave from bid list 22-005-1 due to the need to resolve basement access with EGLE/MIOSHA
    2. Addition of Well Abandonment to UNIT PRICE SCHEDULE FOR NON-SCOPE WORK ADD/DEDUCT

4.                   Updates to Surveys/Bid tabs/ ABATEMENT BID TABS. Please see Attachment 4 for updated abatement tabs indicating changes with yellow highlighting (an addition/change from previous version) or dark grey highlighting (removed from updated survey). Where changes are indicated, updated surveys have been uploaded to box.com. Greyed out items have been removed. They were originally listed for potential electronic components. GCLBA has determined that these specific items are to be treated as household hazardous waste and disposed of with demolition and do not need to be abated prior. Please note that the bid tabs are to indicate material to be removed and successful bidders must still request access to, and review, surveys on box.com in order to make informed and reliable bids. Many surveys also highlight ACM that contains less than 1% asbestos that are not required to be abated prior to demolition and so do not appear on the abatement tabs. Work around material with less than 1% asbestos is still regulated. Please review Q&A and be sure that you are bidding and protecting workers accordingly.

Each bidder must acknowledge receipt of this addendum on IFB SUBMITTAL REQUIREMENTS CHECKLIST.

The following information is to be incorporated into the bidding and contract documents and acknowledged by all bidders for the above referenced project. Bids submitted that do not acknowledge this Addendum will be deemed incomplete and may be rejected on such basis.

The following information is to be incorporated into the bidding and contract documents and acknowledged by all bidders for the above referenced project. Bids submitted that do not acknowledge this Addendum will be deemed incomplete and may be rejected on such basis.

  1. Coordination of Utility Cuts:

Please note that unless otherwise noted, Genesee County Land Bank Authority coordinates gas and electric cuts with Consumers Energy and provides successful bidders with cut confirmations to utilize in obtaining permits.

In general, GCLBA does our best to put properties out to bid either after retirements are complete or as close as possible to when we anticipate them to be complete. The same applies to water and sewer cuts within City of Flint limits. Successful bidders are to coordinate water/sewer/well cuts/abandonment as necessary in municipalities that are outside the City of Flint. GCLBA coordinates Consumers Retirements for all properties. Sometimes there may be some delays in retirements that require some coordination regarding scheduling once contracted, but we aim to minimize those instances.

**END OF ADDENDUM**

1. Questions and Answers:

Q: 2517 Concord St is shown as a “* - Abate what can be abated and demo as ACM containing”. However, my read of the updated survey was that there is no ACM and the survey is complete. Now I think maybe it is the Mannik Smith “update” simply saying that the stuff in the original survey is there and there is no new stuff identified?
A: Mannik Smith completed a site visit for some properties that were originally surveyed years ago in order to ensure new materials did not appear/become apparent since the last survey. The cover page on 2517 Concord St. indicates that they did not find additional or new ACM. All of the ACM identified in the original survey (included in the same document) completed by Global Environmental on 9/12/2018 still remains with the structure. The 2018 survey was also limited due to fire damage, hence the “*” notation on the Unit Rate sheet.

Each bidder must acknowledge receipt of this addendum on IFB SUBMITTAL REQUIREMENTS CHECKLIST.

  1. General Question and Answers:

Question: Is contractor to topsoil, seed, and mulch the entire lot in the out-county areas when the lot size is several times the size of a city lot?

Answer: For demolition projects outside the City of Flint where lot size is substantially larger than standard city lots, GCLBA anticipates contractors will remove buildings, structures, facilities, and other debris including brush and dead or fallen trees or logs from the point where such a condition exists deepest into the parcel forward to the road as reasonable. Six inches of topsoil will be applied to the same area. Where contractors are concerned about reasonableness, GCLBA will make clarifications.

Addendum #2 to Request for Proposals- LB: 18-007 -Environmental Abatement, Demolition and Site Restoration 1518 Averill Ave, Former Kirkwood Mobile Home Park, Flint. This addendum includes the following information is to be incorporated into the bidding and contract documents and acknowledged by all bidders for the above referenced project:

  1. General Questions and Answers:

Question: The contractor is responsible for putting down 6” of topsoil. The documents suggest we should remove, screen, and re use the existing topsoil. We are wondering how deep the current topsoil layer is? If it is 6” or more then we would not need to bring in much “new” topsoil. If it is only around 3”, then we will need to plan to bring in a considerable amount of topsoil. The soil boring logs in the Phase II indicate that there is a layer of Dark Brown / Silty Sand Top soil, but they do not indicate how thick of a layer that is.

Answer: Per specs, six inches of topsoil must be applied to site. Existing topsoil on site can be reused when regrading, seeding, and mulching the site. It will be the contractor’s responsibility to determine how much topsoil is needed to meet this requirement.

Each bidder must acknowledge receipt of this addendum on RFP SUBMITTAL REQUIREMENTS CHECKLIST.

1. General Inquiry Questions and Answers:
Question: After conducting a site visit of 810 S Ballenger Hwy, it was brought to our attention that your quantities in the addendum for the asbestos survey are flawed.
Answer: All surveys state that quantities are estimates and RFPs state that contractors are to satisfy themselves to actual quantities prior to bidding. The drywall system does not require removal prior to demolition according to the EPA and can be left in place as long as the contractor follows applicable OSHA Asbestos in Construction Standards. Contractors are to rely on their own estimates to determine the level of effort to remove the drywall system if they choose to do so.

2. Corrected Supplemental Asbestos Survey: Please find the revised supplemental Asbestos Survey with updates estimates attached. Please note, all quantities are estimates. Abatement Contractor shall satisfy themselves as to the extent of the work. Nothing in this section may be interpreted as limiting the extent of work otherwise required by this contract and related documents.
