Invitation for Bids – #LB 22-002R Environmental Abatement & Disposal of Asbestos and Hazardous Materials  & Demolition and Disposal of Residential Structures in Genesee County Michigan, is being issued by the Genesee County Land Bank Authority (GCLBA). GCLBA invites the submission of proposals from contractors who are capable, qualified and experienced to conduct the abatement, demolition and disposal of residential structures located in Genesee County. Bids are due no later than 3:00 pm on Tuesday, June 14, 2022. Sealed bids can be delivered to the Genesee County Land Bank, 452 S. Saginaw St, 2nd Floor, Flint, MI 48502, envelopes must be sealed and clearly marked with the bid number. A public bid opening will be held immediately after the deadline.

Incomplete proposals and those received after the deadline will not be considered.

The GCLBA reserves the right to waive any informality in any bid, to reject any or all bids, omit bid items, negotiate any part of the bid, or accept any bid that is considered most favorable to GCLBA. Bidders can request access Environmental Site Assessments, maps, and Pre-demolition surveys by emailing requests to ffinholm@thelandbank.org. Respondents will be invited to review information via Box.com. IFB responses must be submitted both via hard copy and electronic copy. Each respondent shall submit one (1) original, one (1) additional copy of application and one flash drive containing a PDF copy. Respondent is responsible for labelling the exterior of the sealed envelope containing the proposal response with the proposal number, proposal name, proposal due date and time, and your firm’s name.

1. Questions and Answers:

Q: 2517 Concord St is shown as a “* - Abate what can be abated and demo as ACM containing”. However, my read of the updated survey was that there is no ACM and the survey is complete. Now I think maybe it is the Mannik Smith “update” simply saying that the stuff in the original survey is there and there is no new stuff identified?
A: Mannik Smith completed a site visit for some properties that were originally surveyed years ago in order to ensure new materials did not appear/become apparent since the last survey. The cover page on 2517 Concord St. indicates that they did not find additional or new ACM. All of the ACM identified in the original survey (included in the same document) completed by Global Environmental on 9/12/2018 still remains with the structure. The 2018 survey was also limited due to fire damage, hence the “*” notation on the Unit Rate sheet.

Each bidder must acknowledge receipt of this addendum on IFB SUBMITTAL REQUIREMENTS CHECKLIST. 

The following information is to be incorporated into the bidding and contract documents and acknowledged by all bidders for the above referenced project. Bids submitted that do not acknowledge this Addendum will be deemed incomplete and may be rejected on such basis.

Attention Bidders:

  1. Special Conditions:

Project is funded with federal grants and taking place in a potentially archaeologically sensitive area. In addition to coordination of all excavation work with GCLBA's Qualified Environmental Professional (QEP), Mannik Smith, the successful bidder will review documentation provided regarding Archaeologically Sensitive Information and will complete and sign the Archaeological Consultation Process Federal Demolition Grants Acknowledgement Form (included in Attachment 1). Successful bidder will acknowledge the Archaeologic requirements on the IFB SUBMITTAL REQUIREMENTS CHECKLIST.

Bidders are also to review, acknowledge, and if successful operate within the guidance provided by the Michigan State Historic Preservation Office under their Conditional No Adverse Effect Determination 21-1018 regarding the Seventh St Duplex project (Attachment 2).
