Invitation for Bids - #LB 22-005 Environmental Abatement & Disposal of Asbestos and Hazardous Materials & Demolition and Disposal of Residential and Commercial Structures in Genesee County Michigan
Sealed Proposals will be received by the Genesee County Land Bank Authority (GCLBA) for abatement and demolition of residential and commercial structures in Flint and Genesee County. Proposals will be received from pre-qualified contractors on GCLBA’s Bidder’s List at GCLBA main office located at 452 S. Saginaw St, 2nd Floor, Flint, MI 48502, until 3:00 pm on Tuesday, January 10, 2023. Envelopes must be sealed and clearly marked with the bid number. All bids received will be opened and publicly read aloud. The above referenced project is a federally funded activity authorized under the Coronavirus State and Local Fiscal Recovery Fund (SLFRF), 31 CFR Part 35, as amended. All successful bidders must comply with federal labor standards, which may include the Davis-Bacon Act and the Copeland Anti-Kickback legislation; federal equal opportunity requirements. Minority and Woman business owned enterprises (MBE/WBE) and Section 3 business concerns seeking bid opportunities under this Project Notice are encouraged to respond. The GCLBA reserves the right to waive any informality in any bid, to reject any or all bids, omit bid items, negotiate any part of the bid, or accept any bid that is considered most favorable to GCLBA. Respondents will be invited to review information via Box.com. Bidders are not required to purchase a membership with Box.com, but should create a free account. IFB responses must be submitted both via hard copy and electronic copy. Each respondent shall submit one (1) original, one (1) additional copy of application and one flash drive containing a PDF copy. Respondent is responsible for labelling the exterior of the sealed envelope containing the proposal response with the proposal number, proposal name, proposal due date and time, and your firm’s name. 4. Updates to Surveys/Bid tabs/ ABATEMENT BID TABS. Please see Attachment 4 for updated abatement tabs indicating changes with yellow highlighting (an addition/change from previous version) or dark grey highlighting (removed from updated survey). Where changes are indicated, updated surveys have been uploaded to box.com. Greyed out items have been removed. They were originally listed for potential electronic components. GCLBA has determined that these specific items are to be treated as household hazardous waste and disposed of with demolition and do not need to be abated prior. Please note that the bid tabs are to indicate material to be removed and successful bidders must still request access to, and review, surveys on box.com in order to make informed and reliable bids. Many surveys also highlight ACM that contains less than 1% asbestos that are not required to be abated prior to demolition and so do not appear on the abatement tabs. Work around material with less than 1% asbestos is still regulated. Please review Q&A and be sure that you are bidding and protecting workers accordingly. Please note that unless otherwise noted, Genesee County Land Bank Authority coordinates gas and electric cuts with Consumers Energy and provides successful bidders with cut confirmations to utilize in obtaining permits. In general, GCLBA does our best to put properties out to bid either after retirements are complete or as close as possible to when we anticipate them to be complete. The same applies to water and sewer cuts within City of Flint limits. Successful bidders are to coordinate water/sewer/well cuts/abandonment as necessary in municipalities that are outside the City of Flint. GCLBA coordinates Consumers Retirements for all properties. Sometimes there may be some delays in retirements that require some coordination regarding scheduling once contracted, but we aim to minimize those instances.
