Sealed Proposals will be received by the Genesee County Land Bank Authority (GCLBA) for abatement and demolition of residential structures in Flint and Genesee County. Proposals will be received from pre-qualified contractors on GCLBA’s Bidder’s List at GCLBA main office located at 452 S. Saginaw St, 2nd Floor, Flint, MI 48502, until 3:00 pm on Tuesday, April 29, 2025. Envelopes must be sealed and clearly marked with the bid number. All bids received will be opened and publicly read aloud.                                    

A mandatory pre-bid  will be held at the Genesee County Land Bank on Tuesday, April 8th, 2025, at 11:00 am to discuss changes to the IFB submittals. A virtual option will be available via Microsoft Teams.

The above referenced project is a federally funded activity authorized under the Coronavirus State and Local Fiscal Recovery Fund (SLFRF), 31 CFR Part 35, as amended. All successful bidders must comply with federal labor standards, which may include the Davis-Bacon Act, Copeland Anti-Kickback legislation, and federal equal opportunity requirements.

Q. Jonathon stated that there was a smaller list of 10 properties for those contractors that don’t have capacity and/or experience.  He also stated that those contractors can bid on the larger list as well.  Why would they be allowed to bid on the larger list if they don’t have the capacity/experience? 
A.
Capacity can- and should- change over time.  GCLBA releases lists requiring varying capacities for completion. See below for response regarding how GCLBA considers capacity in determining award. Any contract resulting from an IFB will not necessarily be awarded to the Bidder with the lowest price. Instead, contract(s) shall be awarded to Bidder(s) whose proposal(s) is the most responsive, responsible and offers the best service to the GCLBA in accordance with criteria set forth in IFB. This includes ability to complete the work within the required timeframe.

Q. How is capacity determined? 
A.
Capacity needed to complete the work within the allotted time frame is stated within the bid. When determining whether a bidder has the capacity to complete the work in the stated timeframe, GCLBA will consider stated capacity, references, current workload and GCLBA’s experience with bidder capacity.

Q. Do you have a list of prequalified contractors that you can supply?

Q. Are you only accepting / acknowledging bids from contractors who are prequalified?
A.

Q. Can you please supply the full copy Davis Bacon wage rates for Genesee County for this project.
A. The original list is attached in the bid documents in Appendix 5, starting on page 159. Please note that this is not a Davis Bacon covered project, but the wages are required by GCLBA Board approved policy. Also, these wages are being updated to align with GCLBA’s Board-approved policy with this addendum. Please be sure to use the wages published with this addendum.

Q. In reviewing the upcoming bid documents for Contract Number LB 25-001, I noticed that the “Wage rates” General Decision Number: MI2020083, dated 02/21/2025 is incorrect and does not apply to what we’re actually doing.  After talking with Timolin Mitchell from the Wage and Hour Division yesterday; I went to Sam.gov and found the correct “General Decision Number: MI20250158, dated 01/03/2025.  This is why I am submitting Standard Form 1444 (Rev. 10/20230).  Paula from the Wage and Hour called this morning and stated that the form should be e-mailed to dbaconformance@dol.gov.  I feel these wages are more accurate, and confirmed it with the US Department of Labor as well. Please consider my request for the correct “General Decision Number” for this upcoming bid.

A. This is not a Davis Bacon-covered project despite containing otherwise federally-funded demolition projects. The wage requirement is based on GCLBA Board-approved Procurement policy that states:

“Prevailing Wage/Davis-Bacon: As the GCLBA requires all contractors/bidders (not including subgrantees) to follow the Genesee County Labor Standards and Genesee County Prevailing wage rates, a copy of the most recent wage rate decision for Genesee County as provided by Michigan Department of Licensing and Regulatory Affairs Wage and Hour Division is included in each Invitation for Bids/Request for Proposals. If the project has been determined to require Davis Bacon wages, secure the applicable wage rate decision(s) and include them in the bid documents and construction contracts.”

With this in mind, please utilize the Unofficial Wage rates pulled from Michigan Department of Labor and Economic Opportunity (formerly published by the Michigan Department of Licensing and Regulatory Affairs)  in Attachment 2.

Q. In the Addendum could you provide an example photograph collection that you are looking for both in terms of abatement and disposal? 
A

Q. Will there be a line item for NESHAP submittals? 
A.
No this should be included in bid costs.

Q. Are door hangers required? 
A.
Yes, but signs are not required for this bid.

Q. Is it a requirement for contractor to have license / bonds in company name?
A.
Contractors need to be prequalified and provide company license and qualifying officer license. Bonds need to be in the name of the pre-qualified entity. Bidders must have the ability to secure a Bid Bond in the amount of five (5%) of their bid amount and a Performance Bond and Payment Bond, if awarded, in an amount equal to one hundred percent (100%) of the total contract amount. Surety on such bonds shall be by a bona fide company authorized to do business in the State of Michigan. Bond requirement shall be increased consistent with any contract amount increase.
