Proposals will be received from pre-qualified contractors on GCLBA’s Bidder’s List at GCLBA main office located at 452 S. Saginaw St, 2nd Floor, Flint, MI 48502, until 3:00 pm on Tuesday, April 25, 2023. Envelopes must be sealed and clearly marked with the bid number. All bids received will be opened and publicly read aloud. 

The above referenced project is a federally funded activity authorized under the Community Development Block Grant funds, 24 CFR Part 570, as amended. All successful bidders must comply with federal labor standards, which may include the Davis-Bacon Act and the Copeland Anti-Kickback legislation and federal equal opportunity requirements.

Q: In regards to MBE/WBE subcontractors: what if there aren’t any of these types of businesses to choose from within a certain scope of work?

A: If MBE/WBEs cannot be identified, then all efforts to identify them ought to be documented and explained. Asking GCLBA for assistance in identifying MBE/WBEs in the field could be one of the efforts made. GCBLA may have resources that can help identify MBE/WBE firms. There are also resources posted to GCLBA’s website for bidders to assist bidders. If you are having trouble finding subcontractors for Air Monitoring or Alternate Work Practices, consider reaching out to Environmental Consultants. There are MBE/WBE Environmental Consultants that subcontract this scope of work.

In conjunction with the site visits that each bidder attests they conducted in order to submit a bid, the maps supplied should help inform the concept of acreage associated with each project.
