This Request for Proposals is being issued by the Genesee County Land Bank Authority (GCLBA) in its capacity as manager of the Hardest Hit Fund (HHF) Blight Elimination Program Demolition Funding. GCLBA invites the submission of proposals from licensed demolition contractors with asbestos abatement certification/license for the Demolition and Disposal of Residential Structures in the City of Flint & Genesee County.

  • Reminder – Pricing proposals submitted in response to this RFP are per project/address NOT per contract. Please review scope of work and abatement bid tab and respond accordingly PER PROJECT/ADDRESS.
  • Bidders are now required to submit all required documentation when responding to bids, with the exception of company tax returns.

Only firms/contractors that are the on the GCLBA Approved Contractor lists can respond to RFP’s issued by the GCLBA. Information on how to become an Approved Contractor can be found at:  http://www.thelandbank.org/democontract.asp

Incomplete proposals and those received after the deadline will not be considered. A public bid opening will be held immediately after the deadline.

LB19-010 Environmental Abatement, Demolition and Restoration of 4615 Western Rd, Former Shady Acres Mobile Home Park

Request for Proposals – #LB 19-010 Environmental Abatement, Demolition and Restoration of 4615 Western Rd, Former Shady Acres Mobile Home Park is being issued by the Genesee County Land Bank Authority (GCLBA). GCLBA invites the submission of proposals from contractors experienced and licensed to conduct the abatement, demolition and disposal of commercial and residential structures located in Genesee County.  Sealed bids are due no later than 3:00 pm on Tuesday, May 14, 2019 to the Genesee County Land Bank, 452 S. Saginaw St, 2nd Floor, Flint, MI 48502, envelopes must be sealed and clearly marked with the bid number. A mandatory pre-bid meeting will be held on site Friday, April 26, 2019 at 2:00pm.

 

The bid documents can be found at www.thelandbank.org under the tab “Current Bids”. Incomplete proposals, those received after the deadline and from contractors not on GCLBA approved Contractors List will not be considered. A public bid opening will be held immediately after the deadline. Only firms/contractors that are the on the GCLBA Approved Contractor lists can respond to RFP’s issued by the GCLBA. The GCLBA reserves the right to waive any informality in any bid, to reject any or all bids, omit bid items, negotiate any part of the bid, or accept any bid that is considered most favorable to GCLBA. Bidders can request access Pre-demolition surveys by emailing requests to ffinholm@thelandbank.org. Respondents will be invited to review information via Box.com. RFP responses must be submitted both via hard copy and electronic copy. Each respondent shall submit one (1) original, one (1) additional copy of application and one flash drive containing a PDF copy. Respondent is responsible for labelling the exterior of the sealed envelope containing the proposal response with the proposal number, proposal name, proposal due date and time, and your firm’s name.

Attention Bidders:

Attached is Addendum #1 to Request for Proposals- LB: 18-007 -Environmental Abatement, Demolition and Site Restoration 1518 Averill Ave, Former Kirkwood Mobile Home Park, Flint. This addendum includes the following information is to be incorporated into the bidding and contract documents and acknowledged by all bidders for the above referenced project.:

  1. General Questions and Answers are included in Attachment 1 along with the Pre-bid Meeting Sign-in Sheet.
  2. Revised Attachment D/Additional Alternates: Bidders are to replace the UNIT PRICE FOR DEMOLITION WORK under Request for Proposals Attachment D with Attachment 2. This revised Attachment D adds Alternate F for installation of Wood

Guard Posts per Michigan Department Of Transportation (MDOT) Specifications. Drawings and a link to MDOT Standard Specs for Construction are included in Attachment 3.

Each bidder must acknowledge receipt of this addendum on RFP SUBMITTAL REQUIREMENTS CHECKLIST.

Sealed bids are due no later than 2:00 pm on Tuesday, April 9, 2019 to the Genesee County Land Bank, 452 S. Saginaw St, 2nd Floor, Flint, MI 48502, envelopes must be sealed and clearly marked with the bid number.

A mandatory prebid walkthrough will be held on site Friday, March 29, 2019 at specific times for the sites listed within the bid between 11:00 am and 2:45 pm.
