Invitation for Bids – #LB 20-007 Environmental Abatement & Disposal of Asbestos and Hazardous Materials & Demolition and Disposal of 3362 and 3332 Lapeer Rd., Flint is being issued by the Genesee County Land Bank Authority (GCLBA). GCLBA invites the submission of proposals from contractors on GCLBA Approved Contractor list and are experienced and licensed to conduct the abatement, demolition and disposal of commercial and residential structures located in Genesee County. Bids are due no later than 3:00 pm on Tuesday, January 5, 2021. Due to the unprecedented circumstances presented by the COVID 19 pandemic, temporary instructions to submit bids electronically are included in the IFB. Sealed bids can be delivered to the Genesee County Land Bank, 452 S. Saginaw St, 2nd Floor, Flint, MI 48502, envelopes must be sealed and clearly marked with the bid number. A public bid opening will be held immediately after the deadline via Zoom. Instructions to access the bid opening are included in the IFB.

Respondents will be invited to review information via Box.com. IFB responses must be submitted both via hard copy and electronic copy. Please note that the required Contractor Disclosure Statement is included in Appendix 11- Due Care Compliance Plan / Contractor Disclosure Statement. The report included in Appendix 11 from Intertek/PSI is labelled “Due Care Plan Documenting Compliance with Section 7a of Act 451” and “Documentation of Due Care Compliance.” The Disclosure Statement is labelled “DUE CARE NOTIFICATION TO CONTRACTORS” and begins on page 297.
2. Table of Contents:
The Table of Contents on page 2 and Additional Information table on page 20 of the IFB document incorrectly lists 12 appendices. Appendix 8 Evaluation Criteria & Scoring as appears in the Table of Contents is not included in this bid due to the evaluation and scoring criteria being defined on pages 9-11. Both tables representing appendices should read as follows:

Invitation for Bids (IFB) – #LB 20-004 Environmental Abatement of Asbestos and Hazardous Materials, Demolition and Disposal of 817 N Stevenson St. is being issued by the Genesee County Land Bank Authority (GCLBA). GCLBA invites the submission of bids from contractors who are on GCLBA Approved Contractor list and who are experienced and licensed to conduct the abatement, demolition and disposal of commercial structures located in Genesee County. Bids are due no later than 3:00 pm on Tuesday, September 22, 2020. A mandatory pre-bid walk-through will be held on site Monday, August 31, 2020 at 1:00 pm. All required health and safety protocols regarding Covid-19 will be enforced. The project is funded by United States Environmental Protection Agency Multipruprose and Community Development Block Grants. MBE/WBE and Section 3 certified businesses are encouraged to submit proposals, or to partner with contractors who will be submitting proposals.
