Request for Proposals #LB 20-002 Environmental Abatement, Demolition, and Restoration Residential and Commercial Structures

Request for Proposals – #LB 20-002 Environmental Abatement, Demolition, and Restoration Residential and Commercial Structures in the City of Flint and Genesee County is being issued by the Genesee County Land Bank Authority (GCLBA). GCLBA invites the submission of proposals from contractors experienced and licensed to conduct the abatement, demolition and disposal of residential and commercial structures located in Genesee County. Sealed bids are due no later than 3:00 pm on Tuesday, March 31, 2020 to the Genesee County Land Bank, 452 S. Saginaw St, 2nd Floor, Flint, MI 48502, envelopes must be sealed and clearly marked with the bid number. A public bid opening will immediately follow.

The bid documents can be found at www.thelandbank.org under the tab “Current Bids”. Incomplete proposals, those received after the deadline and from contractors not on GCLBA approved Contractors List will not be considered. A public bid opening will be held immediately after the deadline. Only firms/contractors that are the on the GCLBA Approved Contractor lists can respond to RFP’s issued by the GCLBA. Information on how to become an Approved Contractor can be found at: http://www.thelandbank.org/democontract.asp.

The GCLBA reserves the right to waive any informality in any bid, to reject any or all bids, omit bid items, negotiate any part of the bid, or accept any bid that is considered most favorable to GCLBA. Bidders can request access Environmental Site Assessments, maps, and Pre-demolition surveys by emailing requests to ffinholm@thelandbank.org. Respondents will be invited to review information via Box.com. RFP responses must be submitted both via hard copy and electronic copy. Each respondent shall submit one (1) original, one (1) additional copy of application and one flash drive containing a PDF copy. Respondent is responsible for labelling the exterior of the sealed envelope containing the proposal response with the proposal number, proposal name, proposal due date and time, and your firm’s name.

Attention Bidders:

The following information is to be incorporated into the bidding and contract documents and acknowledged by all bidders for the above referenced project. Bids submitted that do not acknowledge this Addendum will be deemed incomplete and may be rejected on such basis. 

1. Revised Scoring and Evaluation Criteria: Bidders are to replace the Evaluation and Scoring Criteria on pages 10 and 11, and found in Appendix 8: Scoring and Evaluation Criteria with the attached Evaluation and Scoring Criteria (Attachment 1).

2. 805 N Chevrolet Ave- Updated Survey and Abatement Detail: Bidders are to replace the ABATEMENT BID TABS page 4 of 5 under Request for Proposals Attachment D with Attachment 2. This revised ABATEMENT BID TABS incorporates information from an updated survey for property #11- 805 N CHEVROLET, FLINT MI 48504. The updated survey and bid tabs for contractors has been added to Box.com.

Each bidder must acknowledge receipt of this addendum on RFP SUBMITTAL REQUIREMENTS CHECKLIST.

LB19-017 Request for Proposals - Pole Barn Renovation at 2302 Fenton Rd. Flint, Michigan

Request for Proposals – #LB 19-017  Pole Barn Renovation at 2302 Fenton Rd. Flint, Michigan is being issued by the Genesee County Land Bank Authority (GCLBA). GCLBA invites the submission of proposals from contractors with demonstrated experience in the scope of work defined in this RFP and with an interest in making their services available to GCLBA.

All bidders must attend a mandatory Pre-bid walkthrough to be held on site at 2302 Fenton Rd. For your convenience, GCLBA has scheduled two different times. o be considered for award, Respondents must attend ONE of the following walk-through events: Wednesday, September 18, 2019 at 1:00 pm  OR Tuesday, September 24, 2019 at 1:00 pm

Sealed bids are due no later than 2:00 pm on Tuesday,  October 15, 2019 to the Genesee County Land Bank, 452 S. Saginaw St, 2nd Floor, Flint, MI 48502. Envelopes must be sealed and clearly marked with the bid number and bidder company.
