GCLBA invites the submission of proposals from contractors on GCLBA Approved Contractor list and are experienced and licensed to conduct the abatement, demolition and disposal of commercial and residential structures located in Genesee County.
Bids are due no later than 3:00 pm on Tuesday, July 21, 2020.
Due to the unprecedented circumstances presented by the COVID 19 pandemic, temporary instructions to submit bids electronically are included in the IFB. Sealed bids can be delivered to the Genesee County Land Bank, 452 S. Saginaw St, 2nd Floor, Flint, MI 48502, envelopes must be sealed and clearly marked with the bid number. Due to the unprecedented circumstances brought about by COVID-19 and Executive Orders issued by the Governor, Genesee County Land Bank Authority (GCLBA) will accept electronic submittals of RFP responses for this bid. In order for RFP responses to be considered, electronic submittals must be complete. Bidders will still be expected to submit one (1) original, one (1) additional copy of the RFP response via a parcel service of their choosing. In order to be eligible for contracting, the hard copies must be received within one week of the due date. Electronic bids that are received and read at the bid opening for which hard copies are not received within one week of the due date will not be considered for award.

Bidders must notify the appropriate GCLBA representative of their intent to submit electronically at least 24 hours prior to the due date and specified time to allow for creation of folders and to ensure that bidder has sufficient time to attempt upload. Electronic submittals uploaded after the due date and specified time will not be considered. Bidders are welcome to utilize the U.S. Postal Service or the parcel service [PG2] of their choosing to submit their proposals and not utilize the electronic submittal process as described, but are cautioned that complications or delays in delivery causing responses to not be received by the due date and specified time will cause their bid to be rejected. Please remember that hard copies are still due via parcel service within one week of the due date and time to be eligible for contract. This addendum includes the following information is to be incorporated into the bidding and contract documents and acknowledged by all bidders for the above referenced project:
Question: The contractor is responsible for putting down 6” of topsoil. The documents suggest we should remove, screen, and re use the existing topsoil. We are wondering how deep the current topsoil layer is? If it is 6” or more then we would not need to bring in much “new” topsoil. If it is only around 3”, then we will need to plan to bring in a considerable amount of topsoil. The soil boring logs in the Phase II indicate that there is a layer of Dark Brown / Silty Sand Top soil, but they do not indicate how thick of a layer that is.
Answer: Per specs, six inches of topsoil must be applied to site. Existing topsoil on site can be reused when regrading, seeding, and mulching the site. It will be the contractor’s responsibility to determine how much topsoil is needed to meet this requirement.

Creating this Portal was an immediate action step recommended by Beyond Blight: City of Flint Comprehensive Blight Elimination Framework. The Vendor will create the web-based portal as
