Q: 1460 Dupont, shower is currently in a room by itself and there is a trap door with stairs going into the basement. Are the stairs getting removed and making the shower inside the same room as the toilet and sink. A: At this time, the current layout is to remain.
Q: A couple of houses have galvanized service lines, which probably means a lead line service. A: Provide alternat cost to replace lead service lines to the houses.
Q: The homes where the chimney liners are needed are they just having us install electric water heaters. A: If electric water heater is installed in lieu of gas water heater it will be the responsibility of this bid package to ensure the house has enough service for the electric water heater and provide electrical service to the hot water heater, i.e. all work associated with water heater is this bid packages responsibility.
Q: 1002 Welch needs the floor broken up at the base of the soil stack because the pipe goes from 4-inch to 3-inch pipe then back to 4-inch pipe. A: Floor removal necessary and patching of floor for this work will be the responsibility of this bid package.
Q: 2436 Thomas has a shower unit in the basement that's free standing. Are you keeping or eliminating? A: Remove shower and cap lines, but leave lines and drain accessible for future use by new owner. b. 07-400 Roofing, 07-400 Gutters & Downspouts, 07-700 Soffit & Fascia Q: Are these bids just for the houses or are detached structures such as garages and sheds included? A: Include attached garages in base bids. Include alternate cost to reroof detached garages at 1006 Welch and 1129 Pettibone. 02-820 Environmental and Abatement Q: Chimney Flashing Tar - If this is removed the roof will start leaking. A: We will coordinate with roofing contractor to replace.
Q: Window Glazing – Do you want us to board up any windows that we remove? A: Any windows removed during abatement will need to be boarded by abatement contractor.
Q: Duct Wrap - Do you want us to remove the risers inside the walls? We would have to remove an area of drywall or plaster to do this. A: If wrap is undisturbed and not damaged or deteriorating it will remain in place as no demo of interior walls is scheduled. If wrap is visible, damaged or in poor condition it needs to be abated. Any selective demolition required for this work will be the responsibility of the abatement contractor.
Q: Caulk on Brick - (1640 Dupont St & 1002 Welch Blvd) Both of these houses are brick. This can be removed, but there could be damage to the brick. A: GCBLA will coordinate any repairs with masonry company.
Q: Vermiculite - (2436 Thomas Street) - Do you want the bedroom ceilings removed to make sure all vermiculite is removed. A: Yes, include the demolition of ceilings for the abatement of the vermiculite. Installation of new ceilings will be completed by others.
08-400 Windows and Exterior Doors Q: Is the tile staying? The bid states that all windows are to be replaced. If replacing that window, I believe the tile will be affected. A: Demolition should be completed with caution, GCLBA understands that damage can happen during the process. If any additional demo or removal is required of surrounding materials, notify the GCLBA and they will direct trades as needed for repairs. 06-900 Framing, 08-100 Interior Doors, 09-100 Drywall, 09-999 Carpentry, 12-100 Cabinetry - Material purchased by this contractor must be approved by GCLBA and will be allowed a 10% markup. Q: Under the 06-900 Framing, States replace trim as directed by GCLBA along with replace interior doors and hardware as directed by GCLBA. Is there a list of what is going to directed to replace to properly quote out the labor hours? A: 06-900 bids to provide labor rates, and an estimated hours for this bid package. Hours are just for budgeting, work to be completed on a time and material basis as directed by GCLBA.
Q: There is no mention of redoing the insulation in the attic, should this be done as well? A: This will be completed by others.
Q: Has this home been tested for LEAD paint? A: Testing is in progress and abatement if required will be completed prior to rehab.
Q: 3505 Norwood - The fireplace in the living room, does this need to be cleaned out and inspected? A: GCLBA will handle inspection and cleaning of fireplace.
Q: 3505 Norwood – Has the breezeway flooring been tested for asbestos? A: Yes, abatement will be coordinated by GCLBA.
Q: Is there anything that is needed to be done in the garage besides the electrical? A: No, not at this time. 09-400 Flooring Q: 3505 Norwood - The kitchen has tile flooring, is this something that is going to need to be removed before LVT - as stated all rooms except bedrooms get LVT. He also stated that those contractors can bid on the larger list as well. Why would they be allowed to bid on the larger list if they don’t have the capacity/experience? Q. How is capacity determined? Q. Do you have a list of prequalified contractors that you can supply? Q. Are you only accepting / acknowledging bids from contractors who are prequalified? Q. Can you please supply the full copy Davis Bacon wage rates for Genesee County for this project. Q. In reviewing the upcoming bid documents for Contract Number LB 25-001, I noticed that the “Wage rates” General Decision Number: MI2020083, dated 02/21/2025 is incorrect and does not apply to what we’re actually doing. After talking with Timolin Mitchell from the Wage and Hour Division yesterday; I went to Sam.gov and found the correct “General Decision Number: MI20250158, dated 01/03/2025. This is why I am submitting Standard Form 1444 (Rev. 10/20230). Paula from the Wage and Hour called this morning and stated that the form should be e-mailed to dbaconformance@dol.gov. I feel these wages are more accurate, and confirmed it with the US Department of Labor as well. Please consider my request for the correct “General Decision Number” for this upcoming bid. A. This is not a Davis Bacon-covered project despite containing otherwise federally-funded demolition projects. The wage requirement is based on GCLBA Board-approved Procurement policy that states: “Prevailing Wage/Davis-Bacon: As the GCLBA requires all contractors/bidders (not including subgrantees) to follow the Genesee County Labor Standards and Genesee County Prevailing wage rates, a copy of the most recent wage rate decision for Genesee County as provided by Michigan Department of Licensing and Regulatory Affairs Wage and Hour Division is included in each Invitation for Bids/Request for Proposals. Bidders are to review and be prepared to implement ECMPs, to include fencing commercial sites as indicated in ECMP. Bidders are to sign and submit disclosure statements. Employees working on these sites will also need to sign disclosure statements. Please take special note of backfill required to meet the 1 to 4 slope post demolition of 3200 N Saginaw St. 4. Q: If contaminated material is found such as soil that has to be transported to the landfill, will a change order (per ton) be issued? We have an extensive history of ground soil contamination construction. It is a standard procedure that this material is transported to the landfill per ton. It is not fair for either party to try and estimate how many tons are going to be on each site. In the past engineering had to approve start and stop points and the depth. We don’t see this in the proposal if this work occurs how is it going to funded and controlled. Please take note that some contaminated subsurface soils may remain in place. In this event the contractor will place an barrier under the guidance of the QEP. Any such barrier will follow this guidance from EGLE: This barrier may also be written in to the UNIT PRICE ADD/DEDUCT. 5. Q: Has the GCLB considered work practices that other municipalities have used in the past where they remove the commercial building to slab only. Leaving the slab or parking lot on location would eliminate having to cover everything with plastic and you eliminate disturbing any material that would be contaminated . If there is a basement on location all concrete stays in place and the hole is backfilled with any other contaminated material being handled at a later date. 6.Q: Can you confirm the timeline for this work?
